From what I read, the max team size is 19 players, but I come from a community with a lot of players, and we're making a ladder team. I'm not sure if it's considered acceptable or not, but what I want to do is make a team with 19 players, and after the first match, drop some players from the team and bring in other community members, so everyone gets a chance to play.
I would probably bring people back onto the roster and off again on occasion, but NOBODY would ever be playing for any team other than mine.
Is that totally kosher with the rules?
Thanks for any input you guys can give me.

That's fine, but a lot of work... the added players must be on the team before you attack another team or accepting a match in order to play in the next one. Most teams just make a 2nd team for the additional players (split it in 2)

Thanks for the info! I may make a 2nd team later, it's just harder for me to manage 2 separate groups
