Inactivity
Teams of the TWL are expected to remain active while on the ladder. Any team showing inactivity for a period of three weeks will be deleted from the appropriate ladder. This time frame of course does not include "Rest" time taken.

That's a general rule and while I do follow them I am also keeping in mind that the ladder is still fairly new so teams are still forming and adjusting their rosters. Removing teams in general is something I'd leave as a last resort if it can be helped. The 7v7 ladder is ~50% active which is just about right for activity. That said, I have been keeping an eye on a few teams that will be getting removed shortly due to an unreasonable amount of inactivity. 
edit: I've removed some teams and there are still some more teams that are in danger of being removed out of inactivity. Build up your rosters and get moving!

On This subject, my team, which I just put up the other day is under Status "Resting" yet we have yet to be challenge or be challenged.
Why is this ?

I have no idea why you would be placed on rest status unless it was done by someone on your team (with access). The TWL ladder system doesn't automatically place teams on rest status. You can take your team off rest in your teams profile/match page or I can do it for you if you want.
