The laws that govern a group of people should be as localized as possible.
Not every neighborhood can make up all of its own laws though so a line has to be drawn at some point. As per the U.S. Constitution, that line is drawn at the States.
There's a reason only the States can amend the Constitution. Hell, the States even elect the President. It just so happens that every state (that I know of) uses a majority vote to decide who it [the State] will vote for.

Every law increases government. Their must be enforcement of the law, judgement of the enforcement of the law, and inevitably more laws will be added to by opposing parties to address various vagaries of any law.

I can't exactly say that more government employees, entire new agencies, new regulatory enforcement, and entire new divisions of government are going to be created over a law that merely "reinforces" what we already knew our Constitutional Rights were and more than likely didn't even need to be said.

But rights are clearly a one way street.
They are allowed to tell their side of the story, through their camera, and editing, but you are not allowed to tell yours in a court of law.
As with all good stories of excessive government, only one skewed and distorted side is needed to sufficiently represent a story (as in their side).
And in the case that Killet posted, the cop conveniently "lost" his dash cam footage that day.

& yes, they should not be able to start/stop or whatever to the cameras. As far as their dash cams, there's no reason that all of their footage can't be sent to a central server to be viewed by the PROPER people when their is a need to.
Auto stream that shit right to a server that the local police have no access to.
